I could be wrong but..

I’ve always looked upon the XHTML as CONTENT and CSS as PRESENTATION.

An icon is presentation so therefore should be put in CSS.

It’s not like its a picture relevant to the story; “A cloudy winter morning in London”.

If a person with a screen reader reads it, they’ll be told TWICE there’s an error, surely? First by the alt tags then by the [strong]?
