One of your arguments is that images don’t scale… Well, your technique doens’t scale (well) either. Because you are using pixel values to offset the quotes, they’ll end up in the weirdest places.
I also think the added markup is just not worth it. I consider the visual quotes an extra, not an essential. The blockquote element already shows the user (in text-only or speech browsers, orcourse) that they are dealing with quoted text.
