You cater for the lowest common denominator, and enhance upwards for others. As Jason said, you say you agree with Graceful degradation (although I was more getting at progressive enhancement, but that’s for another time) and then define it in the sentence about what you don’t agree with, that’s awfully contradictory.
My point is, weather your intending for the site to be viewed on a phone or a PC or whatever, its still web design and it should still follow the accepted, much debated, web standards and best practice. If you really feel like you cant achieve the user experience you or your client wants and have to build it device specific, it should really be a native app.
