Photoshop was made for high end image editing at 300 dpi. Why people insist on using it for web design is beyond me. Illustrator? Illustrator is a desktop publishing tool. What. They have both been around for a hundred years and they still can’t do a multi-page document. I’m a Fireworks devotee. And why not. It was specifically designed for web development.
I like your ideas, but I get the overwhelming sense that you want CSS to tell design what to do, instead of th’other way around.
