I think that the absolute best improvement that could be made to CSS would be a way (a syntax) to specify how a browser should behave when a style is applied.
While some might argue that CSS shouldn’t describe behaviour, this would effectively allow us to get rid of the countless ugly JavaScript hacks used in 99% of the websites out there.
