The graphic designers that I work with would not know how assemble a proper markup, neither understand the nuances of CSS.
They are great designers, and that is what they do well. To expect designers to know enough HTML and CSS to make such a workflow feasible is completely unrealistic.
I would not encourage any designer to attempt this on a real project, chances are he or she would default to Dreamweaver, and not only waste precious time, but come out with a horrendous markup.
