I’ve been trying to move towards less reliance on the concept design phase (i.e. Photoshop) and more real design implementation in the HTML/CSS build phase at work recently. It’s a hard balance sometimes and it goes without saying you need designers who are really comfortable with HTML/CSS (which all web designers should be of course).
In part it’s a battle with the old way of doing things and what is quicker (since time is money). Traditionally Photoshop has been seen as a quicker mock-up tool but I think with the advances in CSS it’s making it easier and easier to design directly in the browser.
