I agree with what Drew and others (and I myself said in my comment) – this certainly should be in CSS depending on the purpose of the transitions and animations. If we should start putting this in our JS, why not throw out the link states as well? One could easily argue that they, too, should be in the JS layer based on some of the comments here.
