First off, congrats on a well written article. The practice itself is nothing new, there are a number of good designers that have used this workflow for years now. If I recall correctly, 37signals did a piece on this about a year-and-a-half ago, for example. Which doesn’t detract from this article, the more that convey this message, the merrier. I think.
Regarding the comment that good graphic designers have no true knowledge of html/css (and subsequently, anyone using this kind of workflow must be an inferior designer), I would personally beg to differ. This article and its author being proof enough, but there are plenty of others (and I’m not including myself, that would be a bit boldish). But, to each his own. If the described technique doesn’t suit you – don’t use it. It’s really that simple.
As for IE 6-7, I just wish they would go away already. I know that’s not realistic, but that’s what I want. Oki-doki, happy new year and all that.
