I love the idea of using transparency in borders to blend them in a bit to a textured or photographic background. Tiny touches like that really lift an interface.
Varying opacity on hover is also a nice effect, but I’ve noticed a few sites doing this on elements that aren’t actually link targets, which I find distracting.
